Background

The International Trade Commission has initiated an investigation of the U.S. industry, market, trade, and supply chain challenges for COVID-19 related goods.

 

This investigation will provide a brief overview of key U.S. industry sectors producing COVID-related goods, including medical devices, personal protective equipment, and pharmaceuticals, with information on U.S. production, employment, and trade. It will also provide more detailed case studies on key products within each relevant industry sector (e.g., N95 respirators, ventilators, vaccines, and COVID-19 test kits), particularly products for which there were reported shortages in the first half of 2020, including those affected by supply chain fragility, blockages, or barriers. These studies will include information on (1) the U.S. industry, market, and trade (key U.S. producers of finished goods and intermediate inputs, imports of finished goods and inputs, etc.) as well as (2) supply chain challenges and constraints (regulatory requirements and other factors affecting domestic production, foreign trade barriers and restrictions, etc.).

 

The ITC will hold a virtual public hearing in connection with this investigation on Sept. 23. Pre-hearing statements are due by Sept. 14, post-hearing statements are due by Sept. 30, and all written submissions are due no later than Oct. 2. The ITC plans to submit its report to Congress by Dec. 15.
