Background

The World Customs Organization reports that the recently-concluded 74th session of its Harmonized System Committee finalized 23 amendments to the HS 2028 nomenclature, seven amendments to the HS 2022 explanatory notes, 21 new classification opinions (and the deletion of two), and 18 new classification decisions. The WCO did not provide further details but the full agenda for the meeting can be found here (starting on p. 22).

According to a WCO press release, Secretary General Ian Saunders noted the committee’s active work in the current HS review cycle addressing global challenges such as health crises, trade disruptions, security threats, and climate change. He also stressed the importance of green customs initiatives and ongoing committee efforts to enhance the extent and quality of environmentally-focused provisions in the next edition of the HS.

Moving forward, Saunders mentioned the exploratory study on the strategic review of the HS, which assessed the system’s current health and future sustainability, and invited the committee to consider the recommendations arising from the study. Meeting chair Tom Beris added that this was the penultimate session before the provisionally adopted amendments for HS 2028 are submitted for adoption.
