Background

Effective Sept. 12, the State Department is imposing export sanctions on the following entities and their sub-units and successors for engaging in missile technology proliferation activities.

- Hubei Huachangda Intelligent Equipment Company (China)

- Innovative Equipment (Pakistan)

- Luo Dongmei (aka Steed Luo, Chinese national)

- Universal Enterprise Limited (aka General Technology Limited, aka Beijing Luo Luo Tech Development Limited, aka Tiger Force Electronics, aka Foshan Nanhai Winhope Trade Company; Hong Kong)

- Xi’an Longde Technology Development Company Limited (aka Lontek; China)

The sanctions imposed include (1) a prohibition on the importation of all products produced by these entities for at least two years, (2) the denial for at least two years of all new licenses for the transfer to these entities of all Missile Technology Control Regime Annex items (on both the U.S. Munitions List and the Commerce Control List), and (3) the denial for at least two years of all U.S. government contracts with these entities relating to MTCR Annex items.

State notes that with respect to items controlled pursuant to the Export Control Reform Act, the above export sanction only applies to exports made pursuant to individual export licenses.
